• Establishes a Construction Manager-General Contractor Method of Procurement Pilot Program allowing the State Highway Commission to test this procurement method for transportation projects as a cost-effective alternative to traditional design-bid-build methods.

• Limits the pilot program to three transportation projects with a combined construction cost estimate not exceeding $200,000,000, with the first project capped at $70,000,000 and the remaining two projects combined not exceeding $100,000,000.

• Requires the Director of State Highways and Transportation to notify the House and Senate Committee chairs on Public Transportation before applying this method to any project.

• Mandates that construction managers provide preconstruction services including cost estimates, schedule analysis, risk identification, and constructability reviews, then may serve as general contractor if parties agree on a guaranteed maximum price.

• Terminates the pilot program no later than June 30, 2022, and allows the State Highway Commission to promulgate rules for implementation.
