Requests that U.S. Congress introduce a resolution proposing an Equal Rights Amendment stating that "equality of rights under the law shall not be denied or abridged by the United States or by any state on account of sex"

Proposes that ratification become effective with approval by only 3 additional states rather than the standard 38 states, allowing states that did not ratify by the June 30, 1982 deadline to now ratify

Notes that 35 states have already ratified the Equal Rights Amendment since Congress approved it in 1972, leaving only 3 more states needed under this proposal

Directs Arkansas Secretary of State to transmit certified copies of the resolution to federal leadership, Arkansas congressional delegation, and presiding officers of all state legislatures

Acknowledges that current law depives women of equal Constitutional rights, equal salaries, equal access to positions of responsibility, and equal treatment in health care, insurance, and Social Security
