Proposes a constitutional amendment to Arkansas Constitution Amendment 29 establishing procedures for emergency interim successors to vacant constitutional offices following catastrophic events.

Requires the General Assembly to enact laws providing emergency interim successors when a catastrophic event results in no eligible person to assume the office of Governor.

Requires the General Assembly to enact laws providing emergency interim successors when a catastrophic event reduces or incapacitates members of the General Assembly, Supreme Court, or quorum courts such that these bodies cannot achieve a quorum.

Emergency interim successors shall serve only until a successor is appointed or elected and qualified, or until a lawful incumbent can resume the powers and duties of the office.

Amendment must be approved by a majority of electors voting at the next general election for Representatives and Senators to become part of the Arkansas Constitution.
