Proposes a constitutional amendment to Article 14, Section 1 of the Arkansas Constitution requiring both the State and individual public school districts to maintain a general, suitable, and efficient system of free public schools.

Expands the definition of eligible attendees to include not only persons residing within a public school district but also other persons deemed eligible to attend the district.

Authorizes the General Assembly and public school districts to spend public funds for education of persons over 21 years of age and under 6 years of age, as provided by law.

Establishes that maintaining a free public school system by the State and public school districts, as well as General Assembly supervision of public schools, shall not violate the Constitution.

Requires submission of the amendment to Arkansas voters at the next general election, with approval requiring a majority vote of electors.
