Repeals the fiscal session of the Arkansas General Assembly, eliminating the separate even-year session held in February dedicated to appropriation bills.

Changes General Assembly meetings from every year to every two (2) years, with regular sessions held in odd-numbered years on the second Monday in January.

Limits all appropriations made by the General Assembly after December 31, 2018 to a maximum period of two (2) years instead of one (1) fiscal year.

Removes constitutional provisions for fiscal session duration limits (30 calendar days) and procedures, while updating language throughout the Constitution to reflect biennial instead of annual appropriation periods.

Becomes effective January 1, 2019 upon voter approval at the next general election.
