Requires constitutional amendments proposed by the General Assembly to include a specific ballot title to be placed on ballots by the Secretary of State.

Applies the same standard of review to ballot titles of General Assembly-proposed amendments as is applied to ballot titles of amendments initiated by the people under Arkansas Constitution Article 5, Section 1.

Amends Article 19, § 22 and Amendment 70, § 2 of the Arkansas Constitution to establish these ballot title requirements for both regular amendments and salary-related amendments.

Sets the ballot title for this amendment as "An Amendment to the Arkansas Constitution to Require that Constitutional Amendments Proposed by the General Assembly Contain a Ballot Title that is Subject to the Same Standard of Review Applied to Constitutional Amendments Initiated by the People of this State."

Requires voter approval at the next general election for Representatives and Senators for the amendment to become part of the Arkansas Constitution.
