Proposes an amendment to Arkansas Constitution Amendment 33, § 2 to add an exception clause allowing the General Assembly to enact laws affecting institutions of higher learning despite existing restrictions on abolishing or transferring board powers.

Establishes new § 6 stating the amendment does not limit the General Assembly's ability to enact laws concerning operations and duties of institutions of higher learning.

Requires institutions of higher learning to comply with all laws enacted by the General Assembly that affect them.

Requires voter approval at the next general election for Representatives and Senators for the amendment to become part of the Arkansas Constitution.

Sets the ballot title as the joint resolution title and the popular name as "A Proposed Amendment to the Arkansas Constitution to Provide that Institutions of Higher Learning Shall Comply with Laws Enacted by the General Assembly that Affect Institutions of Higher Learning".
