Requires voters to present valid photographic identification before receiving a ballot to vote in person, effective upon voter approval at the next general election.

Requires absentee voters to enclose a copy of valid photographic identification with their ballot.

Directs the General Assembly to establish by law which types of photographic identification satisfy the requirement.

Requires Arkansas to issue photographic identification at no charge to eligible voters who lack acceptable identification.

Permits voters unable to present required identification to cast provisional ballots that are counted only if the voter subsequently certifies them as provided by law.
