Adds new Section 30 to Arkansas Constitution Article 2 allowing parties in civil actions to recover reasonable attorney's fees and litigation costs from opposing parties who assert claims or defenses that are not well-grounded in law or fact, not warranted by existing law, or asserted for improper purposes

Amends Arkansas Constitution Article 5, Section 32 to grant the General Assembly power to set maximum limits on punitive damages in civil actions for injuries resulting in death or injuries to persons or property

Requires punitive damages awarded under this amendment to be at least 5 times the compensatory damages award against all defendants

Exempts the punitive damages limit from application if any limitation is imposed on compensatory damages in the same civil action

Requires submission of the amendment to Arkansas voters at the next general election, with ballot title "An Amendment to the Arkansas Constitution Concerning Awards in Civil Actions"
