Amends Rule 54 to establish standing committee selection procedures based on seniority rotation, requiring most senior members to select committee positions first, proceeding through least senior members, then repeating for second committee assignments.

Requires standing committee composition to reflect the majority-to-minority party ratio in the House, with minimum 11 majority party members and maximum 9 minority party members per 20-member committee.

Increases House Budget Committee size from 6 to 24 members and alternates from 2 to 8, selected by the Speaker from each caucus district per Arkansas Code § 10-3-502.

Modifies Rule 80 to allow the House of Representatives to select 20 members to the Legislative Council using Rule 54(b) procedures (seniority-based selection), rather than the Speaker selecting 5 members from each of four caucuses.

Modifies Rule 81 similarly to allow the House of Representatives to select 20 members to the Legislative Joint Auditing Committee using Rule 54(b) procedures, instead of the Speaker selecting 5 members from each of four caucuses.
