HR 1045 Summary

• Amends Rule 54(a) to establish standing committee selection process where each standing committee consists of 20 members with party representation reflecting the House ratio (minimum 11 majority party members, maximum 9 minority party members).

• Requires creation of three (3) permanent subcommittees within each standing committee consisting of 8 members each, with standing committee chairpersons and vice-chairpersons serving as ex-officio voting members.

• Prohibits transfers between standing committees or permanent subcommittees during the biennium following initial appointment, except for vacancy replacements due to death, resignation, or impeachment.

• Increases House Budget Committee membership from 6 to 24 members and alternates from 2 to 8, maintaining the same party ratio requirements as standing committees.

• Expands Legislative Council membership to 20 members and Legislative Joint Auditing Committee to 20 members, both selected through caucus with party representation reflecting House ratios and limiting no more than two (2) members from the same county.
