Amends Arkansas Code § 6-53-103(7)(B) to allow a local board for a technical college to be the board of trustees of a four-year institution or university system in the case of a merger.

Establishes that after a merger between a technical college and a four-year institution or university system, control of the technical college is vested in the board of trustees of the four-year institution or university system.

Converts the former technical college governing board into a board of visitors with functions determined by the new controlling board of trustees.

Board of visitors members shall be appointed by the Governor subject to Senate confirmation, serve seven-year terms, and meet existing qualifications and restrictions for technical college board members.

Declares an emergency effective upon Governor approval, allowing mergers to proceed without confusion regarding the roles of respective boards.
