Amends Arkansas Code § 16-10-305(a)(2)-(3) to add Section 27-37-701 et seq. (mandatory seat belt law) to the list of violations excluded from standard court cost assessments in district and circuit courts.

Amends Arkansas Code § 16-17-129 to prohibit additional fines under the incarceration cost statute for violations of § 27-37-701 et seq.

Amends Arkansas Code § 27-37-706 to clarify that seat belt violations are subject to a maximum fine of $25.00 and court costs under § 16-10-305(a)(7), but no other fines, costs, or fees shall be assessed.

Allows counties to impose an optional fee of up to $30.00 by ordinance only when a person pleads not guilty and is found in violation, in addition to the $25.00 fine and court costs.
