Establishes maximum of 625 regular employees for the Arkansas State Game and Fish Commission for fiscal year 2017-2018, with salary ranges from $34,048 to $132,729 depending on position.

Authorizes 185 part-time or temporary "Extra Help" employees at rates not exceeding 85% of maximum annual salary for comparable positions and limited to 1,800 hours per fiscal year.

Appropriates $123,972,887 from the Game Protection Fund for personal services, operating expenses, overtime, uniforms, grants, construction, and the Arkansas Hunters Feeding the Hungry program.

Appropriates $5,064,685 from gas lease revenues for operating expenses, capital projects, land acquisition, and conservation easements.

Appropriates additional funds for Black River WMA restoration ($13,349,347), feral hog eradication ($250,000), and Conservation Partners Program grants ($100,000), all payable from the Game Protection Fund.
