Prohibits courts from suspending a driver's license solely for failure to pay fines or fees, or failure to appear in court, unless specific conditions are met.

Allows suspension only if the court orders it to begin within 15 days and the person fails to make payment arrangements or appear, with notice sent electronically, telephonically, or by mail to the Department of Finance and Administration.

Requires the Department of Finance and Administration to notify the person by first-class mail of the 15-day deadline to arrange payment or appearance to avoid license suspension.

Permits license suspension to be rescinded if the person makes satisfactory arrangements with the court to pay fines or appear, with the court transmitting a rescission order to the department.

Amends existing law regarding motor vehicle registration and driver's license revocation to require compliance with the new suspension procedures before courts can certify debtors to the department.
