AR SB14

Prohibits municipalities (cities of first and second class and incorporated towns) and state agencies from enacting or adopting sanctuary policies that limit cooperation with federal immigration authorities or prevent officers from inquiring about immigration status.

Defines sanctuary policy to include policies that restrict communication with federal agencies about immigration status, grant unlawful status to illegal immigrants, violate 8 U.S.C. § 1373, restrict compliance with Immigration and Customs Enforcement detainers, or prevent questioning about citizenship or immigration status.

Makes municipalities that enact sanctuary policies ineligible for state-administered funds or grants until the Attorney General certifies the policy is repealed or no longer in effect.

Requires the Attorney General to issue opinions on whether municipalities violate this section upon receiving complaints from state residents or requests from General Assembly members before funds or grants are awarded.

Mandates municipal and state law enforcement agencies provide all officers with printed copies of this section and written notice of their duty to cooperate with state and federal immigration enforcement authorities; effective January 1, 2018.
