Amends Arkansas Code § 14-43-304 to clarify that mayors of first-class cities with mayor-council government must be elected by majority vote of qualified electors or in accordance with § 7-5-106.

Extends the deadline for county boards of election commissioners to certify election results from the seventh day to the fifteenth day after a mayoral election.

Requires a special runoff election between the top two candidates if no mayoral candidate receives the requisite amount (majority) of votes cast in the general election, with the runoff held three weeks after the general election.

Specifies that vacancies in the mayor's office with an unexpired term of more than one year shall be filled through a special election and special runoff election if necessary, following the same procedures outlined for general elections.

Clarifies that these provisions apply only to first-class cities with mayor-council government and do not apply to first-class cities with city manager or city administrator forms of government.
