AR SB145

Adds two new elements to negligent homicide: operating a vehicle while fatigued (without sleep for 24 consecutive hours) or while engaging in wireless interactive communication (texting, emailing, or accessing internet on a handheld wireless telephone)

Defines "fatigued" as having been without sleep for 24 consecutive hours, and excludes hands-free devices, CB radios, and GPS navigation systems from the definition of handheld wireless telephone

Requires courts to prepare and transmit an order to the Department of Finance and Administration denying driving privileges within 24 hours after conviction for negligent homicide involving wireless interactive communication

Mandates suspension of motor vehicle operator license for 12 months upon receipt of a denial order, with exceptions for extreme and unusual hardship that may allow a restricted driving permit for employment or school

Makes the license suspension penalty additional to any other penalties prescribed by law for negligent homicide
