Establishes maximum of 290 regular employees for the Department of Veterans' Affairs for fiscal year 2017-2018, with ADVA Director salary set at $100,598 and other positions classified by grade level.

Appropriates $2,024,703 for State Operations including $1,203,467 for regular salaries, $403,169 for personal services matching, and $283,500 for aid to county veterans' service offices.

Appropriates $15,716,281 for Veterans' Homes including $6,768,715 for regular salaries, $2,811,681 for personal services matching, $246,000 for overtime, and $5,398,000 for operating expenses.

Appropriates $341,095 for Veterans' Cemeteries - State and $355,064 for Veterans' Cemeteries - Cash, plus $75,000 for Military Funeral Honors Program and $46,280 for Veterans' Home Treasury operations.

Authorizes ADVA Contingency Position Pool with maximum 11 contingency positions and limits general revenue funding to $250,000 per year, subject to Chief Fiscal Officer and Legislative Council approval; act effective July 1, 2017.
