Designates photographs, video recordings, and audio recordings depicting a law enforcement officer's death in the line of duty as confidential and exempt from public disclosure under Arkansas's Freedom of Information Act of 1967

Permits access to these records only by family members (spouse, children, parents, or siblings) of the deceased officer, with minor children age 14+ requiring parental written consent and supervision

Allows circuit court judges to grant access to authorized persons upon showing of good cause, considering factors including public evaluation of officer conduct, compelling public interest, privacy intrusion, and availability of alternative information

Preserves access for judges, juries, attorneys, law enforcement investigators, prosecutors, defense counsel in litigation, and authorized training entities, with restrictions on further reproduction or dissemination

Declares an emergency effective date upon gubernatorial approval or expiration of veto period
