Removes requirement that the Department of Veterans Affairs director maintain office space in the United States Department of Veterans Affairs Regional Benefit Office Building in Little Rock, allowing flexibility in office location while retaining authority to establish district offices statewide.

Changes veterans' claims specialists employment requirement from "All" specialists must meet qualifications to "A" veterans' claims specialist, making the service requirement applicable to individual positions rather than all positions uniformly.

Eliminates the 3-year Arkansas residency requirement for veterans' claims specialists prior to appointment.

Retains requirements that veterans' claims specialists must have served honorably in the United States Armed Forces during armed conflict and received honorable discharge.
