Creates the Arkansas Surgical Technologists Act establishing a registration system for surgical technologists under the Arkansas State Medical Board.

Defines surgical technologists as individuals performing surgical technology skills under the direction and supervision of a licensed practitioner, including duties such as preparing operating rooms, maintaining sterile fields, passing instruments, sponging operative sites, and performing supply counts.

Arkansas State Medical Board shall register applicants who hold current certification from the National Board of Surgical Technology and Surgical Assisting, completed military surgical technologist training, or were employed as a surgical technologist within six months before July 1, 2017 if they register by July 1, 2018.

Prohibits use of the title "registered surgical technologist" unless the person is registered with the Arkansas State Medical Board.

Authorizes the Arkansas State Medical Board to adopt and promulgate rules to implement the subchapter.
