Amends Arkansas Constitution, Article 19, § 30(b)(2)(B) to add a new exemption to the definition of "gift" that excludes the use of rooms or facilities owned, operated, or utilized by state agencies or political subdivisions for conducting meetings of specific governmental bodies.

Defines "rooms or facilities" to include property belonging to a state agency or political subdivision used in connection with governmental body meetings, such as projectors, microphones, and computer equipment.

Defines "state agency" to mean every department, division, office, board, commission, and institution of the state, including state-supported institutions of higher education.

Clarifies that the exemption applies when state facilities are made available for meetings of specific governmental bodies, allowing officials to use such resources without triggering gift restrictions.
