Requires law enforcement and Department of Human Services to notify noncustodial parents, in addition to custodial parents, when taking a juvenile into custody and must provide written notice including the juvenile's location, contact information, rights, and court procedures.

Authorizes courts to place dependent juveniles with adult relatives or fictive kin in emergency custody orders, in addition to the Department of Human Services.

Establishes preference for placing children in foster care or adoption with adult relatives or fictive kin over nonrelated caregivers if they meet child protection standards and placement is in the child's best interest.

Allows parents to request placement of children in protective custody with adult relatives or fictive kin, and requires the department to comply if protection standards are met and placement serves the child's best interest.

Repeals requirement for case plans to be subject to court review and approval, and eliminates requirement for department to seek court approval of protection plans when implementation is necessary.
