Creates licensure exemptions for military healthcare professionals licensed in other states who provide free medical, dental, optical, and veterinary care through the federal Innovative Readiness Training program in partnership with the Delta Regional Authority.

Applies exemptions to chiropractors, dentists, dental hygienists, nurses, optometrists, physicians, psychologists, physical therapists, veterinarians, veterinary technicians, and physician assistants.

Requires that exempt healthcare professionals must have obtained a valid license to practice in another state, commonwealth, territory, or the District of Columbia.

Addresses the Delta Regional Authority's service area of 42 counties by eliminating delays and barriers caused by requiring temporary Arkansas licensure for short-term free healthcare services.
