Establishes the Arkansas Veterans' Commission as an advisory body to the Director of the Department of Veterans Affairs rather than solely to the Veterans' Home.

Adds duties including serving as liaison to chartered nonprofit veterans organizations (American Legion, VFW, Disabled American Veterans, Arkansas Veterans Coalition) and meeting with the House Legislative, Military and Veterans Affairs Permanent Subcommittee.

Authorizes commission members to attend conventions and conferences of recognized veterans' organizations with expense reimbursement subject to advance approval by the commission chair and director.

Increases the annual stipend and expense reimbursement cap from $1,000 to $2,500 per fiscal year for members, with ability to transfer unclaimed funds between members subject to director approval.

Authorizes quarterly commission meetings at the call of the chair and requires the commission to make recommendations on Veterans' Home and state veterans' cemetery operations.
