Requires Medicaid providers and government officials to file annual conflict of interest disclosure statements with the Department of Human Services no later than January 30 of each year

Defines "Medicaid provider" as entities receiving $25,000 or more in Arkansas Medicaid payments in the previous year, or hospitals, insurance companies, nursing homes, behavioral health treatment centers, substance abuse treatment centers, or substance abuse crisis centers

Disclosure statements must identify transactions of $2,000 or more involving any combination of: a Medicaid provider, a government official, their spouses, or businesses where they hold officer, director, or 10% stock ownership positions

Requires Medicaid providers to list the amount of money spent on lobbying expenses in their disclosure statements

Exempts certain transactions from disclosure requirements including patient services, personal care services, and transactions related to a parent or foster parent's care and custody of a Medicaid-eligible child
