Creates a reinstatement process for educators whose licenses have been suspended, revoked, or voluntarily surrendered, allowing petitions one year after suspension or two years after revocation.

Educators with voluntarily surrendered licenses must request a hearing with the Professional Licensure Standards Board at least one year after surrender before petitioning for reinstatement two years after the voluntary surrender.

Prohibits reinstatement eligibility for educators whose license action was based on an inappropriate relationship with students intended to culminate in sexual abuse as defined in Arkansas Code § 12-18-103(20)(D).

Reinstatement petitions may include personal statements, rehabilitation evidence, character letters, work history, court documents, and other evidence demonstrating the educator has been rehabilitated and does not pose a threat to students or school personnel.

State Board of Education may reinstate a license after a hearing if the board determines the educator has been rehabilitated, is fit to perform licensed duties, and does not pose a threat to student or school personnel safety.
