Repeals Arkansas Code § 20-7-127, eliminating the $2.00 per visit fee and $10.00 annual fee charged to clients visiting local health units.

Amends § 20-7-129(c) to allow the Department of Health to transfer up to $600,000 annually from medical supply/service fees to the State Health Department Building and Local Grant Trust Fund.

Modifies § 20-7-204(b) to redirect funding sources for the State Health Department Building and Local Grant Trust Fund from client visit fees to portions collected under § 20-7-129.

Updates § 19-5-962(b) to clarify that the State Health Department Building and Local Grant Trust Fund consists of fees specified in § 20-7-203(b) and other authorized revenues, with funds used only for expansion, renovation, construction, or improvements to state and local health facilities.
