Establishes 2,611 maximum regular employees for the Department of Human Services - Division of Developmental Disabilities Services for fiscal year 2017-2018, with positions ranging from Physician Specialist to Institutional Services Assistant across various grade levels.

Authorizes 200 temporary or part-time "Extra Help" employees payable from appropriated funds at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $157,241,228 for personal services and operating expenses, including $75,105,833 for regular salaries, $2,910,944 for extra help, $31,828,836 for personal services matching, and allocations for overtime, maintenance, grants, and purchase of services.

Appropriates additional funds for Special Olympics grants ($178,768), community programs ($50,000), grants to community providers ($15,892,045), inter-divisional programs ($108,644), children's medical services ($3,175,484 combined state and federal), and autism treatment services ($273,974).

Requires community-based providers to maximize Medicaid utilization for eligible individuals, prohibits closure of five state Human Development Centers, and mandates that funding levels for community services and Human Development Centers cannot be reduced below July 1, 2017 levels.
