Establishes maximum of 182 regular employees for the Department of Human Services - Division of Child Care and Early Childhood Education for fiscal year 2017-2018, including positions ranging from executive director to administrative specialists.

Authorizes 13 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $21,557,683 from the general paying account for regular salaries ($6,702,459), extra help ($214,387), personal services matching ($2,547,903), overtime ($5,000), and maintenance and general operations ($12,087,934).

Appropriates $122,741,250 in federal funds for child care development discretionary ($42,450,000) and child care food program ($80,291,250).

Appropriates $54,947,179 for child care grants/aids and $36,786 for loan guarantees and grants, effective July 1, 2017.
