Establishes maximum of 1,215 regular employees for the Department of Human Services - Division of Children and Family Services for fiscal year 2017-2018, with positions ranging from Deputy Director to Administrative Specialist levels.

Authorizes up to 65 temporary or part-time employees ("Extra Help") at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $87,313,992 for operations including $42,307,105 for regular salaries, $1,231,570 for extra help, $16,489,602 for personal services matching, and $1,200,000 for overtime.

Appropriates $58,774,638 for state grants covering $44,911,982 for foster care and $13,862,656 for state residential treatment.

Appropriates $76,181,879 for TANF (Temporary Assistance for Needy Families) foster care payments, with all appropriations effective July 1, 2017.
