Requires persons applying for initial licensure as elementary-level general education teachers or elementary-level special education teachers to pass the Foundations of Reading Test and General Curriculum Test (including mathematics subtest) of the Massachusetts Tests for Educator Licensure.

Prohibits the State Board of Education from requiring additional testing beyond those two specified tests for elementary-level teaching license applicants.

Sets cut scores for the Massachusetts tests by the State Board of Education with strong consideration given to cut scores used in Massachusetts.

Requires all colleges and universities in Arkansas to report examination results to the Department of Education upon request.

Applies the new testing requirements to applicants for initial licensure, including those seeking nontraditional and accelerated teaching program credentials, while maintaining waiver provisions for out-of-state teachers with valid licenses and three years of documented teaching experience.
