Appropriates $84.4 million in state funds and $222.1 million in cash funds for University of Arkansas System and divisions for fiscal year 2017-2018, effective July 1, 2017.

Establishes maximum of 2,278 regular employees across system administration, division of agriculture, criminal justice institute, archeological survey, and Clinton School with specified salary ranges by position.

Authorizes up to 700 part-time or temporary "Extra Help" employees for the University System and 10 additional temporary employees for Arkansas School for Mathematics, Sciences and Arts.

Appropriates $100,000 for Buffalo River Watershed Monitoring program to study swine farming operations, with required reports to legislature by June 30 and December 31 annually.

Includes special provisions authorizing summer school compensation for ASMSA employees, teacher grant-related funding up to 1/10 of annual salary, and employee development incentive bonuses up to 6% of salary for degree attainment.
