Transfers administration of the Vocational and Technical Training Special Revenue Fund from the Department of Finance and Administration to the Department of Career Education, effective by July 1, 2017.

Designates 50% of medical marijuana sales tax revenues for the Department of Career Education Public School Fund Account to support vocational and technical education programs, equipment, infrastructure, and adult skills training.

Creates a new special revenue account (code section 19-6-301(255)) to enumerate all sales tax revenues collected from the sale of usable marijuana under the Arkansas Medical Marijuana Amendment of 2016.

Allocates 10% of medical marijuana sales tax revenues to the Skills Development Fund, in addition to private grants and other authorized sources.

Requires the Department of Career Education to promulgate rules implementing the grant program by July 1, 2017.
