Transfers the War Memorial Stadium Commission to the Department of Parks and Tourism as a type 2 transfer, with all authority, powers, duties, functions, records, personnel, and unexpended funds moving to the department.

Creates the War Memorial Stadium Commission within the Department of Parks and Tourism consisting of eight members appointed by the Governor with Senate approval, with each congressional district represented by one member and four members from the state at large.

Repeals Arkansas Code §§ 22-3-1003 through 22-3-1009, eliminating the position of Secretary of the Stadium Commission and the Commission's independent bonding authority.

Grants the Department of Parks and Tourism exclusive jurisdiction over War Memorial Stadium operations with the Director overseeing all powers, duties, and functions previously held by the Commission, subject to approval of Commission actions.

Declares an emergency effective immediately upon Governor approval to ensure timely transition and minimize adverse impact on upcoming events at War Memorial Stadium.
