Transfers the Arkansas Energy Office from the Arkansas Economic Development Commission to the Arkansas Department of Environmental Quality as a type 2 transfer under § 25-2-105.

All authority, powers, duties, functions, records, personnel, property, and unexpended appropriations of the Arkansas Energy Office are transferred to the Arkansas Department of Environmental Quality.

Powers, duties, and functions of the Arkansas Energy Office, including rulemaking and regulation, are transferred to the Arkansas Pollution Control and Ecology Commission, with existing rules automatically transferring as of the effective date.

Amends multiple Arkansas Code sections to reflect the organizational change, updating references from the Arkansas Economic Development Commission to the Arkansas Department of Environmental Quality throughout energy-related statutes.

Transfers the Weatherization Assistance Program from the Department of Human Services to the Arkansas Energy Office within the Arkansas Department of Environmental Quality, with the Department of Human Services required to transfer annually 15-25% of Low Income Home Energy Assistance Program funds.
