Amends Arkansas Code § 16-123-321(e) to allow the Attorney General to authorize the director to hire outside counsel to seek enforcement of breached conciliation agreements, in addition to the Attorney General filing civil actions directly.

Modifies Arkansas Code § 16-123-322 to permit the Attorney General to authorize the director to hire outside counsel to seek temporary or preliminary relief in fair housing complaints.

Revises Arkansas Code § 16-123-330 to change "may" to "shall" for the Arkansas Fair Housing Commission's authorization and the Attorney General's filing of civil actions on behalf of aggrieved persons, making these actions mandatory rather than discretionary.

Allows the Attorney General to authorize the commission to hire outside counsel to pursue appropriate relief under § 16-123-330, providing an alternative to direct Attorney General action.

Clarifies venue requirements and preserves the right of aggrieved persons to intervene in civil actions filed under the fair housing enforcement provisions.
