Amends Arkansas Code § 10-2-112(a)(1) to change the prefiling deadline for bills and resolutions in regular sessions from November 15 to the first business day in January of each year.

Maintains the prefiling deadline for fiscal sessions as the second Monday of January of each year.

Prohibits prefiling of nonappropriation bills prior to fiscal sessions due to the requirement in Arkansas Constitution Amendment 86 that a concurrent resolution be approved by a two-thirds vote of both houses before consideration of nonappropriation bills.

Directs the Chief Clerk of the House of Representatives and Secretary of the Senate to establish and maintain the prefiling system under direction of the Speaker and President Pro Tempore.
