Authorizes the Office of Driver Services to issue a communication impediment designation on driver's licenses or identification cards upon application with physician documentation and applicable fees.

Permits persons with qualifying communication impediments to purchase a $1.00 decal for their license plate to alert law enforcement, emergency medical service providers, and firefighters of the medical condition.

Designates Alzheimer's disease, autism spectrum disorders, and Down syndrome as qualifying medical conditions that may impede communication ability.

Requires the Department of Finance and Administration to design the decal and collect the $1.00 fee to defray administration costs.

Clarifies that obtaining the designation is voluntary and does not require individuals with communication impediments to display it on their license or identification card.
