Amends Arkansas Code § 14-1-101 to prohibit new local ordinances from restricting sport shooting ranges or sports facilities existing as of August 12, 2005, from repairing, rebuilding, expanding, or enhancing operations within their existing boundaries.

Requires sport shooting range operators to obtain written consent from all owners and lessees of land within one-half mile of the range before beginning operations under Arkansas Code § 16-105-502.

Provides immunity from civil liability and nuisance lawsuits for noise pollution resulting from sport shooting range operations if the range complies with noise control ordinances that applied at the time of construction.

Allows property owners who subsequently acquire land near a sport shooting range to pursue nuisance actions only if there has been a substantial change in the nature of the range's use.

Applies retroactively to all sport shooting ranges except those constructed and operating before January 1, 2017, and declares an emergency effective upon Governor's approval or veto procedures.
