Amends Arkansas Code § 12-30-407 to permit Act 309 inmates housed in county jails to work for local nonprofit organizations with county-based chapters, committees, or governing bodies, in addition to work benefiting approved jail facilities or political subdivisions.

Requires inmates to be interviewed and classified by skills, work experience, job background, and education, with job assignments matched to their background classification and performed under supervision at all times.

Maintains existing notification requirements to county sheriffs, prosecuting attorneys, and victims or victim's families before inmate release, with a 15-day approval period for the county sheriff of the inmate's original conviction county.

Changes inmate eligibility requirement from 30 months to 45 months before first parole eligibility date or first post-prison transfer eligibility date for release to approved jail facilities.

Declares an emergency, making the act effective upon gubernatorial approval, expiration of the veto period, or veto override, to allow immediate benefit of nonprofit organizations from Act 309 inmate assistance.
