Amends Arkansas Code § 6-15-430 to add discretionary criteria for the State Board of Education to return schools in academic distress to local control, including whether sufficient progress has been made or if return to local control is in the district's best interest.

Modifies the process for appointing community advisory boards to schools in academic distress, requiring the state board to determine sufficient progress has been made before appointment and allowing boards to serve for additional one-year terms.

Adds alternative return-to-local-control options beyond full issue correction, including returning control when sufficient progress is made or when it is in the best interest of the school or district, with approval required from both the Department of Education and State Board of Education.

Expands grounds for mandatory consolidation, annexation, or reconstitution after five school years to include cases where sufficient progress has been made or where return to local control is in the district's best interest, in addition to failure to correct all academic distress issues.

Declares an emergency effective upon the Governor's approval, the expiration of the Governor's veto period, or veto override, stating that rigid criteria for returning schools to local control harm public schools and that state board discretion is necessary.
