Amends Arkansas Code § 27-14-1602(a) to permit owners of manufactured homes or mobile homes to register with the Office of Motor Vehicle to receive a certificate of title.

Exempts manufactured or mobile homes from registration requirements if their certificate of origin, original document of title, or existing document of title has been cancelled or surrendered under § 27-14-1603.

Exempts manufactured or mobile homes held for sale or resale by licensed retailers, financial institutions, beneficiaries, mortgagees, mortgagees' attorneys-in-fact, trustees, or other holders in due course from registration requirements.
