Amends Arkansas Code § 14-24-204(b) to allow county treasurers to use computer-generated digitized signatures on checks in place of manual signatures, provided adequate internal administrative procedures and controls are approved by the Legislative Joint Auditing Committee.

Modifies Arkansas Code § 21-10-101(d) to update the definition of "facsimile signature" to include electronic saving of signatures in addition to traditional engraving, imprinting, and stamping methods.

Amends Arkansas Code § 21-10-102 to authorize authorized officers to use facsimile signatures on public securities and instruments of payment, with such signatures having the same legal effect as manual signatures.

Allows counties to use computer equipment and automated software programs for check preparation if the system complies with the Information Systems Best Practices Checklist provided by the Legislative Joint Auditing Committee.
