Establishes a new "grocery store wine permit" allowing grocery stores in wet territories to sell wine for off-premises consumption, with permit fees ranging from $1,000 to $5,000 based on building size.

Requires grocery stores seeking wine permits to meet off-premises beer permit criteria and prohibits deriving more than 20% of gross sales from alcoholic beverages (with exception for stores already exceeding this threshold as of January 1, 2017).

Prohibits slotting allowances for small farm winery products sold in grocery stores and requires grocery store wine permittees to offer small farm winery wine for sale.

Creates the Arkansas Wine Grants Fund consisting of 100% of grocery store wine permit fees, with 50% distributed to eligible wineries based on wine taxes paid and 50% transferred to the Tourism Development Trust Fund for wine tourism promotion and an Arkansas Wine Center facility in Franklin County.

Modifies eligibility requirements for small farm winery grants, effective January 1, 2018, changing the licensing date threshold from January 1, 2003 to January 1, 2016 and reducing base grant amounts from $25,000 to $500 per winery.
