Amends the definition of "secondhand smoke" to include vapor emitted from electronic cigarettes, in addition to traditional tobacco smoke

Expands the definition of "smoking" to include use of electronic cigarettes, treating them the same as lighted tobacco products and combustible plant material

Defines "electronic cigarette" as an electronic oral device with a heating element and battery or electronic circuit that provides vapor of nicotine or other substances to simulate smoking

Creates an exemption for retail vape stores from clean indoor air restrictions if secondhand smoke from the store does not infiltrate into prohibited smoking areas

Adds "retail vape store" to existing exemptions for retail tobacco stores, defined as retail establishments primarily selling electronic cigarette products and accessories
