Amends Arkansas Code § 19-5-302(9)(C) to prioritize funding for national and regional association dues and Arkansas State Highway and Transportation Department road and bridge repair when Miscellaneous Agencies Fund Account revenues are insufficient.

Repeals 11 obsolete or expired fund accounts including the Higher Education Salary Distribution Fund Account, Two-year College Model Formula Fund, Income Tax Protest Fund, Social Security Contribution Fund, and several others established for temporary or expired purposes.

Establishes maximum revenue allocations for fiscal year 2017-2018 and thereafter totaling $5,345,916,050 distributed across education, human services, general government, higher education institutions, and other state funds in specified proportions.

Allocates additional supplemental funding of $15,877,476 to the Rainy Day Fund and $2,954,500 to $5,909,000 annually to the Arkansas Medicaid Program Trust Fund depending on fiscal year.

Declares an emergency effective July 1, 2017 to ensure fiscal law changes take effect at the beginning of the fiscal year.
