Adds new Arkansas Code § 14-116-108 allowing customers of public water systems to hold elections on whether to fluoridate their water supply.

Elections may be called by majority vote of the water system's board of directors or by petition signed by at least 10% of qualified electors in the system.

Elections shall be held at the next general election, with subsequent elections not allowed within 4 years of a previous election; petition must be filed 120 days before the general election.

Ballot question shall ask voters to elect "FOR" or "AGAINST" fluoridation of water in the public water system.

If majority of qualified electors vote to prohibit fluoridation, the public water system must cease fluoridation within 30 days of certification of election results; defines "public water system" as facilities serving 5,000 or more persons.
