Repeals Arkansas Code § 6-61-522(a), which previously prohibited community colleges and technical colleges from constructing, maintaining, or operating dormitories or barracks for student housing.

Allows community colleges and technical colleges to construct, maintain, and operate dormitories or barracks for students upon approval by the board of trustees.

Applies specifically to colleges operating law enforcement training academies, fire training academies, or paramedic programs, where dormitories or barracks may house students enrolled in those programs.

Eliminates the prohibition on levying or collecting taxes for dormitory or barracks construction and operation.
